The capital investor of the project is The Government of the Republic of Macedonia, through out the Public enterprise Hydro system ,,Zletovica,, - Probistip. Total amount necessary for the realization of the project in a whole is approximately 180 million $ USA. Regarding the high value of this regional project, the Government of the Republic of Macedonia, through the Ministry of Finance, in 1995 applied for so-colled ,,soft Jen loan,,. For the realization of the first phase of the project 110 million $ USA are needed. After years of preparations, JBIC experts (Japan Bank for International Cooperation) visited Macedonia during the years of 2001 and 2002, for detailed and final study of the project. They produced two studies SAPROF I and SAPROF II, in which, by the help of the local experts, totally equaled the technical parameters. This studies give support of the crediting of the first phase of HS ,,Zletovica,,. In the second half of 2003 from the Japanese government, a JEN loan was approved in amount of 80 million $ USA, with deadline for repayment of 25 years, seven years of grace period and annual interest of 1,5 %. The rest of the amount would be successively provided by domestic sources of the Budget of the Republic of Macedonia, in amount of 25 millions $USA. All the activities and measures to be taken are presented in the Loan Agreement.
The activities are concentrated on the completion of the intake pipeline for Probistip. The land acquisition is completely finished by own finance. The preparations for the construction of the access road from Zletovo to Knezevo dam with the finance of the Jen-loan. The interest for the total realization of the Project has huge importance in the economical development of the area. Activities and engagement of foreign sources of finance are planed. For ex. credit lines, donations ( World Bank, European Investment Bank, financial institutions, firms and individuals).
